The real impact of EU cross-border cooperation programmes in Finland: A case study of the Central Baltic Program

Cross Border Cooperation is a key element of the EU policy towards its neighbours. It supports sustainable development along the EU’s external borders, helps reducing differences in living standards and addressing common challenges across these borders. The Central Baltic Programme 2021-2027 belongs to the European Territorial Cooperation framework (ETC), better known as Interreg. Its scope is to finance high quality projects with European Regional Development Funds in Finland (including Åland), Estonia, Latvia and Sweden, that aim at solving common challenges together and across borders.
The Central Baltic programme funds projects within four thematic areas: 1. INNOVATIVE BUSINESS DEVELOPMENT 2. IMPROVED ENVIRONMENT AND RESOURCE USE 3. IMPROVED EMPLOYMENT OPPORTUNITIES 4. IMPROVED PUBLIC SERVICES
Thesis Scope: In this Master’s thesis, the researcher/student will select several projects (min. two) funded by the Central Baltic Programme. These projects will have been executed in partnership with Finnish partners. The focus will be on evaluating their impact on regional development. The chosen research method will be determined by the researcher, in consultation with a designated contact person. Comprehensive information, including contact details and support, will be provided by the contact person.
Potential Research Approaches: – Stakeholder Interviews: Engaging with stakeholders in municipalities where pilot project activities took place. – Company Surveys or Analysis: Investigating companies that participated in scale-up programs organised by projects. – CO2 Emission Reduction Efforts: Measuring the impact of projects on reducing carbon emissions. – Enhancement of Public Services: Analyzing how projects have improved public services. – Customized Research Methodology: Researchers can choose a method and population that aligns with their preferences. Study Objective: The ultimate goal of this thesis is to unveil the tangible impact of the Central Baltic Programme in Finland, shedding light on its contributions to regional development.
